On April 29, 1999 the Fish and Wildlife service held a public comment meeting concerning the possible designation of Critical Habitat for the Rio Grande Silver Minnow. On the list of people and organizations to which the questionnaire was sent there was not one economist, not one irrigator, not one mayor or city councilor, no chambers of commerce and no county officials.
