The municipal system is inherently flawed by section 92.8, therefore the only real solution to giving accountability and legitimacy back to the local level is to give the local level the power over itself. This would increase voter turnout rate, access and participation as well as effectiveness at the local level. This would also make local governments more responsible to its electorate, rather than to the provincial government of the day.
