Wallace Stevens claims that sailors are the ones scattered throughout society who dream of these things. The author implies that dreams are crazy and they might make you see different things.

the physical appearance of normal dull people. He says that none of them are strange for back then, they are common in that time period. He says that people do not dream about nice things like flowers and monkeys. These people are the ones who dream of boring black and white images. He contrasts this with the sailor's shabby appearance, drunk and asleep in his boots, but also dreaming of catching, tigers in red weather.
