in this paper may seem like an abundance of trouble to go through to place a child in an appropriate learning environment, but it is all necessary to ensure that no one is left behind. If not for screening, many children would go by undetected. Prereferral is a way for educators to help and to possibly advert a formal procedure. Every child deserves a chance to learn and following these guidelines ensures them that opportunity.
