In the end, although Pap is a complete failure, Pap shows signs that he does care about Huck in some strange ways, but he also shows signs that he wants to be a better person. If Pap were to keep trying, he would eventually re-gain respect in the community and he would be cleaned up, and regain custody of Huck.
