Since World War II, U.S. foreign policy has rarely accomplished its objectives and has been counterproductive. Although anti-communism posed as the principal guide to foreign policy, the same policies continued after the Cold War. Counter-insurgency rarely encountered insurgents and at times promoted insurgency. In almost all cases, force replaced diplomacy and military policy dictated foreign policy.
